President & CEO, TELACU/MILLENNIUM
Dr. David C. Lizárraga is President and CEO of TELACU/Millennium. Under his leadership for more than 35 years, TELACU grew from a fledgling organization to become the largest Community Development Corporation (CDC) in the nation, which focuses more than $600 million in assets on improving the lives of individuals and families in the communities it serves. For five years, Lizárraga also served as the National Chairman of the U.S. Hispanic Chamber of Commerce, representing the interests of our nation’s three-million Hispanic-owned businesses.
Lizárraga created the innovative business model upon which TELACU is structured. The parent non-profit owns and operates TELACU Industries—its for-profit holding company. The for-profit businesses create jobs, provide business loans to hard working families and businesses, and build homes and community assets, such as schools, transportation projects, and government facilities, thereby generating a double bottom line—profitability inseparable from social impact.
Lizárraga is the Founder and Chairman of the TELACU Education Foundation, which annually supports 500 full-time college students and serves an additional 1,500 middle and high school students, nursing school students and veterans.
His expertise, reputation and enthusiasm make Lizárraga a sought-after contributor to business, civic, educational and government-based organizations. He has served as a Presidential appointee to the National Commission on Neighborhoods and as a Governor’s appointee to several State Commissions.
Consistently recognized among our nation’s top Hispanic leaders, Lizárraga has been accorded numerous regional and national honors and awards for his business achievements and commitment to community economic development and empowerment, including Entrepreneur of the Year Award from Entrepreneur Magazine; Minority Business Advocate of the Year from the SBA and MBDA; and the NAACP Thurgood Marshall Award. His career has also been the subject of numerous articles in local and national publications.
Rick R. Olivarez
Founder/Partner, OLIVAREZ MADRUGA
Rick Olivarez is the Managing Shareholder of Olivarez Madruga and the current City Attorney for the City of El Monte, the City of Cudahy, and the City of San Fernando.
In the public sector, Mr. Olivarez has served as the Assistant City Attorney for the cities of Bell Gardens and Pico Rivera and as special counsel to a number of other municipal clients. Mr. Olivarez was recently retained to serve as General Counsel to the Central Basin Municipal Water District. In addition, Mr. Olivarez has served as legal counsel to the City of Bell Gardens’ Planning Commission where he advised commissioners and staff on matters such as the Brown Act, zoning, land use, conflict of interest, environmental issues and the Subdivision Map Act.
In his private practice, Mr. Olivarez has experience in the areas of contracts, construction litigation, and real estate transactions. He has represented major Fortune 500 corporations and small business owners in various transactional and litigation matters involving contract preparation, negotiation and breach of contract disputes. His litigation experience is primarily in construction and breach of contract disputes, but includes representation of private clients in criminal and family law matters.
Mr. Olivarez is also well versed in CEQA and other environmental laws, frequently advising city councils and planning commissions on the subjects. He has also reviewed and prepared Exclusive Negotiating Agreements, Disposition Development Agreements, Owner Participation Agreements and Development Agreements on behalf of the Firm’s clientele.
In his leadership roles at the foundation, he has served as Treasurer and Chair of the Finance Committee and twice served as Co-Chair of both the Annual Golf Classic and the Annual Gala.
Joseph 'Pep' Valdes
Mr. Valdes is a Vice President and Director of New Business Development at Parking Company of America Management (PCAM). PCAM, founded in 1965, is a family-owned and operated company. PCAM is recognized as a leader and innovator in the Parking, Transportation, Fleet Maintenance and Hospitality Industries. Prior to joining the family business, Mr. Valdes was Executive Vice President and owner of Milestone Mortgage Corporation. Mr. Valdes was in the mortgage industry for over 30 years. He currently serves as the Treasurer of the White Memorial Medical Center Charitable Foundation. Mr. Valdes is a Knight of the Equestrian Order of the Holy Sepulcher of Jerusalem, as well as a Board member of Catholic Association of Latino Leaders and Board member and past President of Legatus Pasadena. Previously, Mr. Valdes served as President of the Board of East L A Classic Theater and Secretary of the Pasadena YMCA. Mr. Valdes is married to Renee Valdes; they have two daughters, Lauren Valdes, a freshman at Loyola Marymount University and Raegen Valdes, a junior at Mayfield Senior School. In his personal time, Mr. Valdes enjoys spending time with his family and friends, golf, travel and his church.
For White Memorial Charitable Foundation Board member Christina Pappas, giving back to others is a blessing. She’s felt that way her entire life, perhaps because of the connection she feels to the community where she was raised. Christina was born at White Memorial, and raised in Huntington Park. And she is just one example of the many people who experience joy in the simple act of giving.
“I think what I value most is to be given the opportunity to give to others in need, and to give within a community like the Hispanic community,” Christina said. “I feel that if you live your life right you will be blessed, and I think that giving is part of that circle. It’s the concept of ‘what goes around comes around.’ It’s a philosophy I feel strongly about.”
Christina has given to White Memorial for many years and in many different ways. In addition to serving on the Charitable Foundation Board, she has served on the Capital Campaign Committee, the Gala Committee, and the Golf Committee, has participated in the annual Toy Drive, and has also supported the hospital’s Cleft Palate Program. Currently, Christina is the Board Secretary, and Chair of the Audit Committee, as well as a member of the Art Committee. Previously she served as Board Treasurer and Chair of the Audit Committee.
Now she’s reaching out to others in the community, to inspire them to give to White Memorial as well. She is one of a core group of leadership volunteers actively promoting the hospital by cultivating new potential supporters to the White, taking them on tours and introducing them to staff.
Executive Vice President, Chief Diversity Officer, UNION BANK
George A. Ramirez serves as Immediate Past Chair of the Foundation Board of Directors. George first became involved with the hospital when he was honored as Gala's Man of the Year in 2000. And he served as our Campaign Vice Chair and was very active in helping to raise $30 million for the hospital construction project.
Three years ago, George was promoted by Union Bank to Executive Vice President & Integration Executive and despite moving his office to San Diego, he has remained active and highly committed to White Memorial where he serves as a Member of the Governing Board. Since taking on his new role with Union Bank, his first integration was $750 million, and his second bank integration was $3.5 billion. That totals $4.25 billion! He was named an Executive Vice President after he took on the role of Priority Banking Executive for California, Oregon, and Washington.
During his two-term tenure as Foundation Chair, he had a leadership hand in a number of amazing accomplishments: the development of the hospital's Workforce Development Program through $1.5 million in grant funding, The Ahmanson Foundation's support of over a $1 million which included support of our Advanced Imaging Center, and more recently of the Simulation Center Project; over the past several years shaping the Foundation's strategic image building effort to help our community and electeds understand that White Memorial is "more than a hospital." George continues on the Foundation Board of Directors as Chair of the Nominating and Board Development Committees.
Mary Anne Chern
Mary Anne Chern, FAHP, ACFRE is the recently-elected Chair of the international Association for Healthcare Philanthropy (AHP), based in Falls Church, VA. She is one of only four fundraisers worldwide with both advanced certification credentials offered by her professional associations.
For the past 15 years, she has served as President of the White Memorial Medical Center Charitable Foundation in Los Angeles where she recently completed a capital campaign for $30 million.
She has also served on the Board of Directors of the international Certified Fund Raising Executives (CFRE International), the Milton Murray Foundation for Philanthropy, and the Association of Fundraising Professionals (AFP) Board of Directors.
She has received Philanthopic Services Institute’s Trailblazer in Adventist Philanthropy Award, and was honored with the Los Angeles AFP’s Award for Excellence in Fundraising and Professional Fund Raiser of the Year award. In 2008, she won AHP’s Professional Paper competition. She is a frequent speaker and the author of numerous articles and a book.
Chief Financial Officer
Executive Vice President/CFO, WMMC
As Executive Vice President and Chief Financial Officer at White Memorial Medical Center, John Raffoul provides leadership for all aspects of accounting, finance, patient financial services, information systems, managed care, contracting, materials management, logistics, and construction. He serves as the principal advisor regarding all financial, strategic and operational matters which may affect the short term or long term success of the organization.
Before becoming Vice President, John was Director of Finance, implementing many cost-savings programs at White Memorial Medical Center. He successfully managed the automation of many systems including payroll and materials management and initiated an open book management program that shares with employees the financial goals and achievements of the hospital. John has also spearheaded the development of the hospital's code of business ethics and core values statement. He also oversaw the construction of our new hospital complex and the campus development plan. Under John's direction, White Memorial has built a very strong financial position and is well situated to face future challenges in healthcare.
Before joining White Memorial in 1992, John was Vice President of Finance and CFO for Terrace Plaza Medical Center in Baldwin Park and controller for Case Colina Hospital, Inc. in Pomona. From 1984 to 1987, John was an accountant and a senior budget and reimbursement analyst at White Memorial.
John holds a doctorate in public administration from the University of La Verne, a master's degree in finance from the University of California, San Bernardino, and a Bachelor of Science degree in accounting from Loma Linda University. John is also a professor of accounting and finance at the University of Southern California, Graduate School of Policy Planning and Development and is a Fellow in the American College of Healthcare Executives.
President & CEO, ARAS Enterprises
Gabi is the President and Founder of ARAS Enterprises, Inc., Public Relations & Communications, a fully integrated communications agency serving the strategic communications needs of businesses throughout Southern California.
Prior to establishing her own firm in 2005, she had served as a Senior Vice President for TELACU Industries, the largest Hispanic community development corporation in the United States.
Her involvement with White memorial began when she was presented the Woman of the Year Award at the Gala of 2006. Shortly the reafter, she was appointed to the Cabinet for the New White Memorial Hospital Capital Campaign which ultimately raised $30 million, enabling the construction of the Specialty Care Tower.
She was subsequently asked to join the Foundation Board in 2008 and is now active on the Centennial Campaign Committee, lending her marketing and strategic communications skill to the latest fund raising effort. In 2010, Gabi was presented the Mujeres Destacadas by La Opinion. Most recently, she joined the Board of Directors of the national Breast Cancer Foundation.
Ernest M. Camacho
President, PACIFICA SERVICES, INC.
Ernest M. Camacho is the founder and President of Pacifica Services, Inc., a privately owned Hispanic firm headquartered in Pasadena, California. Since 1979, Pacifica has been a trusted leader in engineering services with a reputation for providing quality services and loyalty to its clients.
Under the leadership of Mr. Camacho, Pacifica has been recognized by Hispanic Business Magazine as the nation’s 2nd fastest growing Hispanic owned business, and was honored by the Latin Business Association of Los Angeles as the Outstanding Established Business of the Year.
Throughout his career, Mr. Camacho has been active in the community, serving as a Director on a wide variety of Boards including the: Hollywood Presbyterian Medical Center Board of Directors, Loyola Marymount University Board of Regents, Latin American Management Association Board of Directors, Pasadena AAF Rose Bowl Board of Directors, and the Rail Construction Corporation Board of Directors.
Mr. Camacho is a highly successful product of East Los Angeles who shares his expertise, leadership, experience and insights with business, educational and community organizations advocating for Latino leaders and businesses.
Hector Flores, M.D.
Director, WMMC, Family Practice Medicine Residency Program
Born in Mexico, Dr. Flores attended Sierra High School in Whittier, California and graduated from Stanford University with a B. A. in History. Dr. Flores attended UC Davis School of Medicine and upon graduation was honored with the Heinemann Pulmonary Medicine Award and the Henry J. Kaiser Family Foundation National Merit Award. He completed his internship and residency in Family Medicine at the Kaiser Permanente Medical Center, Los Angeles.
Dr. Flores is a founding member and Co-Director, of the White Memorial Medical Center Family Medicine Residency Program, consistently ranked as the top program in the state because of its quality and ability to recruit and retain family physicians in underserved areas.
He also serves as Medical Director of the Family Care Specialists Medical Group, the faculty practice for the WMMC Family Medicine Residency Program. As well, he serves as a Member of the following Boards: Directors of Blue Shield of California, the Charles Drew University Trustees, and the South central Family Health Center Directors.
Senior Vice President, WELLS FARGO BANK
She is Senior Vice President and regional manager for Wells Fargo Bank located in downtown Los Angeles.
Luanna Lindsey is senior vice president and district manager for Wells Fargo's Downtown Los Angeles market for the L.A. Metro Community Bank. Lindsey oversees 188 financial professionals at 11 banking stores in Downtown Los Angeles with nearly $1 million in deposits.
A 34-year veteran of the financial services industry, Lindsey assumed her current role in 2003. Prior to joining Wells Fargo, Lindsey worked at Bank of America leading licensed banker programs and small business banking divisions. She has held numerous positions throughout her banking career, including regional group services manager for the Pomona Valley district at Bank of America, and service manager and store manager at Security Pacific Bank.
Lindsey is active in community organizations and serves on the boards of the Hollywood Chamber of Commerce Foundation and Healthy Child Healthy World organization. She is also a member of the Beverly Hills Chamber of Commerce.
Born and raised in the San Gabriel Valley, Lindsey currently resides in La Cañada, California.
Miguel Martinez, M.D.
President, WMMC Medical Staff, LA Urological Medical Group
Miguel A. Martinez was born in Chihuahua, Mexico in 1953. His parents, Miguel and Vella, immigrated to Los Angeles in 1956 where Dr. Martinez and his three brothers and two sisters attended the inner city schools until 1964. They subsequently moved to San Gabriel, CA. a suburb of Los Angeles where Dr. Martinez attended Richard Garvey Intermediate School, graduating with the highest scholastic standing of his class. Attending San Gabriel High School, he participated in numerous school and community activities and was elected student body president in his senior year, achieving near a perfect 4.0 GPA. He was voted valedictorian of his class and was awarded the "Outstanding Teenager of the Year in the United States" in 1971, an award sponsored by the Outstanding Americans Foundation headquartered in Chicago, Illinois. He was accepted and attended Stanford University, graduating with an A.B. in political science, while completing pre-med requirements, he was accepted by several medical schools, he attended Yale Medical School where he graduated in 1983.
Choosing to return to Los Angeles to prepare for medical practice, he completed a urology residency attending UCLA, Children's Hospital in Los Angeles, and White Memorial Medical Center.
He has been in private practice since 1889 at White Memorial Medical Center where he serves as a clinical instructor for the hospitals teaching residency programs. He has been very active in the political-medical arena, having been a member of the California Medical Association and Los Angeles Medical Association political action programs. He was a Public Policy Fellow during 2000-2001 in association with the Robert Wagner School at NYU. He was co-founder of the Society for the Study of Male Reproduction in 1993. He has been instrumental in the founding and establishment of numerous Hispanic medical organizations including being one of the original members of the Orange County Latino Center for Prevention and Action In Health. He was elected a diplomate of The American Board of Urology In 1995. He was a charter member of the National Hispanic Advisory Board at Pfizer Pharmaceuticals.
In January 2013, he stepped up to yet another commitment in the medical arena becoming Chief of Staff at White Memorial Medical Center. Dr. Martinez continues to focus his efforts on improving the healthcare delivery system to the underserved population of East Los Angeles.
As a result of his friendship with the well-known boxer, Oscar De La Hoya, he has helped Golden Boy Productions donate generous monies helping to establish the Cecilia Gonzalez De La Hoya Cancer Center at White Memorial Medical Center, The Oscar De la Hoya Neonatal intensive Care Center and The Labor and Delivery Unit.
Dr. Martinez is a recipient of numerous awards and honors including being selected by the Consumer's Research Council of America as one "America's Top Physicians," Pasadena Magazine "Top Docs," and "The Adventist Philanthropy Leadership Award."
Dr. Martinez resides in Sierra Madre with his wife Carol and four of their six children.
Vice President of Marketing, JH Design Group
Vered came to the United States at the age of one, from Tel Aviv, Israel with her family; her father, mother and brother Mike. The family immediately embraced their new country and dreamed of success. Vered’s father saw an opportunity in the early 70’s and became one of the pioneers in the garment business later expanding into the apparel industry; which developed into downtown’s well known Garment District.
Vered’s first desire in life was to become a nurse. She attended private nursing school in Los Angeles and also practiced alternative medicine studying at Emperor’s College of Oriental Medicine, receiving a degree; she still maintains her RN license.
Vered was deeply moved by the hard work and dedication her parents put forth in their aspiration of the American Dream. “Watching my parents mold themselves into a new society, a new culture, and watching them raise us while working hard to give us everything in a new country helped and inspired me to be the women I am today."
Growing up, Vered worked at the family business. Through dedication, hard work and innovation, Vered acquired her current position as Vice President, Marketing. For the past twelve years, her acumen in identifying and implementing marketing and merchandising strategies for product placement and public relation; focusing on the movie, music and sports industry, earned Vered high recognition within the industry and placed JH Design Group as one of few companies to hold over 97 licenses to companies such as NBA, MLB, Nascar, Mars, Nickelodeon and Warner Brothers. Vered’s vision was key to the growth of JH Design Group; the company currently employs over 100 people, most of which have been with the company for more than 15 years; live in the community and utilize White Memorial Medical Center.
As a philanthropist, she has assisted and supported community projects both private and corporate. Her generosity and kind heart extend a helping hand to Make a Wish Foundation, ICS Cancer Foundation, and The Boys and Girls Club of America. Today through her charitable giving, Vered helps countless other people bring their dreams to life!
Vered and her husband Jacob have two daughters, Nicole who is attending Cal State Northridge majoring in Criminal Justice, and Danielle who currently attends Beverly Hills High School. Vered enjoys spending time with her daughters and even coaches their city league basketball teams. They are the light of her life which she embraces.
E. Laurence Spencer-Smith, M.D
Chief, Gynecology, WMMC
E. Laurence Spencer-Smith and his colleagues deliver more than 300 babies each month at White Memorial Medical Center.
Since completing his medical residency training in 1986, Dr. Spencer-Smith has served as the Chief of Gynecology since 1989 and President of the White Memorial medical staff from 2002 to 2004. He also has served as Assistant Clinical Professor, Obstetrics and Gynecology, at Loma Linda University.
Dr. Spencer-Smith has been a generous supporter of the hospital for many years, sharing not only his time and expertise with the hospital, but also making generous donations, "I was born here," Dr. Spencer-Smith says. "My father was on the medical staff here and my entire professional career has been here. I try to give something back and I am proud to join the leadership of the Foundation in support of this important mission to serve the community."
His wife, Mary, is a highly regarded physician on the White Memorial medical staff in the Department of Diagnostic Radiology. Both are avid golfers and "enjoy and are particularly thankful for the scramble format" of the Foundation's annual Golf Tournament. They reside in La Canada and have two children.
Senior Vice President, Bank of America Merrill Lynch
Ray Vasquez is a Senior Vice President and the Market Executive for Bank of America’s Pasadena San Gabriel Valley. In this capacity, his responsibilities include overseeing and coordinating the activities of a team of client managers throughout the Greater Los Angeles marketplace. The team’s mission is to manage, prospect and acquire important revenue-generating client relationships for Bank of America Merrill Lynch. The team focuses on and markets credit, deposit, and cash management products to privately-held companies with annual revenues from $5 million to $100 million, in a variety of industries throughout the Los Angles metropolitan area. These industries and businesses include general manufacturing, wholesale distribution, service, entertainment, and non-profit organizations.
Vasquez also serves on the San Gabriel Valley Market Leadership team. In this capacity, he helps with the coordination of the marketing and community development activities of Bank of America’s various lines of business within the geographical territory.
Vasquez has been with the Bank of America team since 1999, where he has held a variety of positions. He has held several Business Banking positions, including Market Credit Officer, Credit Solutions Specialist & Business Development Officer.
Vasquez grew up in the San Gabriel Valley. He graduated from Loyola Marymount University in Los Angeles, majoring in Business Administration. He resides in Arcadia with his wife and two daughters.
Active in the business community, Vasquez has served with multiple business and not-for-profit organizations in the Greater Los Angeles area. He is currently Chairman of the Board for the San Fernando Valley Financial Development Corporation.
Beth Zachary is President and Chief Executive Officer of White Memorial Medical Center. She obtained her Masters of Arts degree in Management from Claremont Graduate School. Beth has been affiliated with the Adventist Health System her entire career, and with White Memorial since 1988.
Mrs. Zachary has served on the Los Angeles County Healthcare Planning Council and the Healthcare Association of Southern California Board. She Chairs the Private Essential Access Community Hospitals Boards.
In 2012, she was appointed President for AH Southern California Region, including responsibility for Glendale Adventist and Simi Valley Hospitals.
Her philanthropic/volunteer duties extend to The Gooden School and Walla Walla College.
Beth Zachary and her husband, Jim, have one daughter, Alexandra Elizabeth.
