John G. Raffoul, DPA, FACHE
President & CEO
As President & Chief Executive Officer of White Memorial Medical Center, a 353-bed not-for-profit teaching hospital in the densely-populated community of Boyle Heights, John is committed to continue Beth Zachary’s leadership and the culture she created here at the White while focusing on three key areas for continuous improvement: patient safety, employee engagement and clinical processes. His promise to the White is to work with our employees, physicians, patients and community partners to see what’s working and what’s not and to build working relationships that drive performance improvement, quality outcomes and customer satisfactions.
John first came to White Memorial in 1984 as an accountant and Senior Budget & Reimbursement Analyst. He left in 1987 to assume the role of Vice President of Finance & Chief Financial Officer (CFO) at Terrace Plaza Medical Center in Baldwin Park and Controller at Case Colina Hospital, Inc. in Pomona. John returned to White Memorial in 1992 as Director of Finance, and in 1997 took on the role of Vice President of Finance & CFO. At the end of the 10-year construction project for the new White Memorial, John was promoted to Senior Vice President & CFO, and again later in 2012 to Executive Vice President & CFO.
Since early 2014, John served as Executive Vice President & Chief Operating Officer, responsible for all hospital operations. John provided leadership and directed all aspects of administration and operations of the hospital. This included: patient care, ancillary services, care management, finance, human resources and support services. He serves as the principal advisor regarding all financial, strategic and operational matters which may affect the short or long-term success of the organization.
John has been responsible for implementing many cost-savings programs at White Memorial Medical Center. He successfully managed the automation of many systems including payroll and materials management and initiated an open book management program that shares with employees the financial goals and achievements of the hospital. John has also spearheaded the development of the hospital's code of business ethics and core values statement. He also oversaw the construction of our new hospital complex and the campus development plan. Under John's direction, White Memorial has built a very strong financial position and is well situated to face future challenges in health care.
John holds a doctorate in public administration from the University of La Verne, a master's degree in finance from the University of California, San Bernardino, and a Bachelor of Science degree in accounting from Loma Linda University.
